Fran M. Peters

Albany- Fran Peters, 62, passed away surrounded by her loving family on May 14, 2016. Fran was the proud wife of David G. Peters, mother of Amy Lee Peters DeCelle and David Joseph Peters and grandmother to Dylan Albert Bear DeCelle. She is also survived by three of her four brothers: Charles (Theresa) Rinaldo, Joseph Rinaldo, Robert (Christine) Rinaldo and eight nieces and nephews whom she loved dearly. She also had three precious great-nieces and nephews.
Fran worked a long and dedicated career for the Department of Veterans Affairs. She started working as a ward clerk, worked progressively up the ladder through many different levels of management. Her last job was as the Business Implementation Manager for the VA Healthcare Network, Upstate, NY.
Fran attended Cardinal McCloskey High School, Junior College of Albany, Russell Sage, Evening Division, Empire State University and the University of Alabama at Birmingham. She achieved several high honors and was recognized as a national expert in many administrative areas that she supported. She was a graduate of the Northeast Healthcare Institute, VA Health Care Network, Upstate NY. She presented several posters at National Conferences, contributed to national program changes in the VA System and was on the editorial board of several publications. Her volunteer experience included such things as the NYS Special Olympics, the March of Dimes and the American Cancer Society.
Fran enjoyed travel and especially traveling with her husband Dave and their family. Several great vacations included such things as cruises to the Bahamas, Italy, Croatia, Greece and France.
Memorial visitation will be held from 4-6 pm on Tuesday, May 17 at New Comer Funeral Home, 343 New Karner Road, Colonie.
In lieu of flowers, those wishing may donate in Fran's name to the General Post Fund of OEF/OIF Veterans at the Department of Veterans Affairs Stratton VA Medical Center, 113 Holland Ave., Albany, NY 12208.
